Wiltse Lands Area Structure Plan
CTQ recently completed a major Area Structure Plan for approximately 600 acres of hillside and bench lands in Penticton, BC. Wiltse Holdings has developed hundreds of residential units in Penticton and is well positioned to bring on new development to serve the South Okanagan market. The Upper Wiltse Area contains some of the best view property in the Okanagan, overlooking both Skaha Lake to the south and Okanagan Lake to the north. It has been designated as a critically important and available land area to accommodate growth into the future. The Area Structure Plan calls for 800 units of mixed residential along with a small village center, seniors complex and park lands to form the newest neighourhood in Penticton.
The site planning and design had to address numerous constraints while achieving some of the most marketable housing product and comprehensive development in the Okanagan. Steep slopes, a major power line right of way, and environmental features are prominent but have been strategically incorporated into the ASP. CTQ oversaw all subconsultant studies, public consultation, government agency negotiations, planning, engineering, zoning concept, traffic impact and hillside design guidelines to assist with obtaining full approvals from the City of Penticton. Environmentally sensitive areas, the power line and steep slope terrain was strategically integrated into a comprehensive parks and open space system to build a high quality livable community while ensuring very efficient use of land.
