Village of Montrose Official Community Plan (OCP)
The Village’s OCP was last updated in 2008. Over time, the community has been experiencing impacts resulting from local, regional and global changes, new legislated requirements related to OCP content, changing demographics and housing related pressures. These cumulative impacts have rendered the 2008 OCP outdated.
To ensure holistic community health well into the future, the Village secured CTQ Planning to provide guidance in the development of a new Community Plan. The purpose of the Plan is to clearly articulate the path forward in pursuit of economic, environmental and social sustainability.
Successful completion of this project requires a thorough understanding of the 2008 OCP and applicable legislative gaps, current community issues, challenges, opportunities and aspirations for the future. The Village is primarily comprised of single family residential development and has limited available land to accommodate growth needs. The creation of a new OCP for the Village of Montrose requires a multi-disciplinary approach.
Project Management, Official Community Plan Policy Development & Public Engagement
CTQ Planners are providing guidance on existing policy gaps, land use opportunities and the potential to maximize limited land base through the development of land use policies that will set the direction for the future of the community. Additionally, a variety of community engagement efforts were employed to education and engage community members, determine community conditions, expectations, needs and values. Document development and assistance with bylaw adoption will also be an important component of the Planner’s work.
Transportation & Infrastructure
CTQ Engineers are providing review of and guidance on relevant transportation and servicing considerations.
Urban Design
CTQ Urban Designers provided graphic support for communication materials to City staff and the public at various stages within the project. Additionally, input was provided on commercial and multiple family development permit guidelines.
Geospatial
CTQ GIS Specialists assisted with mapping of Schedules for Transportation and Infrastructure, Parks and Development Permit Areas. This required data acquisition and analysis to depict existing community conditions accurately and aesthetically. This data will be further refined to convey further anticipated community growth objectives and needs.
The new OCP will include high-level objectives and flexible policy statements that allow the Village to be responsive to changing community contexts, while protecting and promoting community values.
