Downtown Vitalization – Whitecourt
CTQ led a major downtown and highway revitalization plan for the Town of Whitecourt, Alberta. In collaboration with DCL Siemens Engineering of Edmonton, CTQ was retained to conduct an in-depth review of a community that is undergoing intense economic growth due to the oil and gas industry, forestry and mining. Council determined that the community also had tourism potential but revitalization of the historic downtown and the commercial area along the Provincial highway was required to draw in incremental visitation.
The downtown competes with the upper town (highway) and the new commercial (large format stores) area. The CTQ/DCL Siemens team investigated every component of several blocks and streets. A Plan was created that contained 12 Goals and 43 Objectives/Projects to move the community forward in its quest for revitalization. We worked closely with a very involved committee, engaged the business community in the two main commercial areas and consulted with the general public to gather opinion and test important details. A series of recommendations were included to assist Town Staff and the Committee to implement the plan. The Town of Whitecourt immediately moved forward with detailed design of priority areas.
