Lougheed Road Industrial – OCP AMENDMENT AND RE-ZONING APPLICATION

NOTIFICATION: This notice is to inform the surrounding neighbours (tenants and owners) about an application to the City of Kelowna to request a change for permitted land use. The subject property is approximately 2 acres (.80 hectares) which will be subdivided from main parcel. (See Attached Figure) The intended use is Light Industrial (I1), in keeping with the adjacent existing uses along Lougheed Road. The proposed use is facilitated by extension of Lougheed Road northwards into the undeveloped land, and the proposed COMMC route forming the northern boundary to the subject site.
As per the requirements of the City of Kelowna, information about the application is made available to the abutting and joining parcels, and those neighbours within 50 meters of the subject property. The proponent is seeking approval from the City to amend the Official Community Plan designation from Open Space/Park and Single-Two Family Residential to Industrial, and rezone from A1 (Agriculture) to I1 (Light Industrial). As such, we welcome comments or questions from any affected residents or businesses.
RATIONALE: This area of Kelowna has been identified as an industrial precinct that accommodates several light and business industrial uses, generating employment and economic impact as well as compatible industrial activities. The extension of Lougheed Road serves as convenient access along with available services; application has been made to GEID with regard to extension of water service. It is expected that the proposed 2-acre site would be the most northerly industrial lot in the precinct, terminated by the COMMC route. The proposed industrial would therefore be well buffered from any new residential use that may occur beyond the COMMC.
Hollywood North Road is another proposed roadway that will eventually extend out towards the UBCO campus, linking up with Highway 97 near the John Hindle round-about. Connections from Hollywood North is also expected to provide access into the residential portion and ultimately intersect Lougheed Road to the north of COMMC.
The uses and character of the area in the vicinity of the UBCO campus and University Village residential neighbourhood have changed dramatically in recent years. The University Village area along Academy Way was master planned and approved for medium density residential which now sets the tone for better use on the adjacent subject lands. The former OCP designation of Open Space and a small area of Single-Two Family Residential, is compromised by proposed roadways and adjacent developments.
Environmental impact studies have confirmed that the quality of environmental integrity has been downgraded due to the urbanization in the general area. This along with the strategic location of the 2- acre site lends credibility to an industrial use. Nevertheless, a large Park area above the industrial will serve to buffer the industrial from the upper residential neighbourhoods of College Heights, and ultimately form part of a larger park/open space network below Academy Way.
None of the subject property is in the ALR. The Carney Pond area between the Highway and the subject property is in the ALR, but City of Kelowna is investigating the possibility of using some of the land closest to UBCO/John Hindle Way for a Transit Station.
Roadway design, topographic, geotechnical and environmental studies, and preliminary visual impact assessment have been carried out to support the application. Discussions with City Planning and Engineering officials has been ongoing allowing the application to proceed for public consideration.
